The Former President's Progressive Alarm Overlooks The Continent's Real Threat: Technological Stagnation.

Donald Trump's security policy document offers a misguided assessment of Europe. The document asserts that open-border policies and so-called "progressive" policies pose an existential risk to the continent's identity. Yet, this perspective is based on a serious misreading of the situation. The true danger confronting Europe is not cultural but economic and technological backwardness.

A Glaring Growth Divide Separating Europe and the US

The data paint a sobering picture. Between 2008 and 2023, US GDP grew by eighty-seven percent, while a paltry thirteen and a half percent increase for the EU. Over this time, EU GDP per capita fell from over three-quarters to just half of the American figure. Strikingly, even Mississippi now boasts a higher per capita income than major European economies like France and Italy.

Today, about half of the world’s 50 largest tech companies are US-based, while only four are from Europe.

The Technological Shortfall: The Core Question

The growing disparity is driven by superior efficiency gains in the United States, fueled by breakthroughs and better use of resources. The scene of world technology leadership is decidedly American. In the last fifty years, hundreds of American startups have grown into companies valued at over ten billion dollars, compared with just 14 in the European continent.

This gap raises a vital question: As the competition for tomorrow's sectors like AI, semiconductors, and fusion energy, where does Europe stand? Experts widely agree it is essentially a contest between two between the United States and China, with Europe entering at a clear disadvantage.

Underlying Factors of Europe's Technological Lag

Several major factors account for this innovation chasm.

  • Financing Ecosystem: The US boasts a far deeper and more dynamic system for financing new ventures. Europe has yet to establish a genuine capital markets union, a factor that caps the growth potential of new firms.
  • Regulatory Fragmentation: Complex and divided regulation hamper Europe. A American entrepreneur can introduce a product under a single regulatory framework to access a market of over 330 million. The European Union, despite a larger population, is divided among 27 separate systems, creating huge internal barriers.
  • Cultural Attitudes: Attitudes toward risk-taking differ sharply. In some EU nations, a startup's collapse was historically met with stigma, whereas in the United States, it is often considered a badge of experience.
  • Defense Spending: The US benefits from a deeply integrated academic-military-industrial complex. Europe's long-term lack of spending in military capabilities has weakened its capacity for pioneering research.

The Road Ahead: Grounds for Cautious Optimism

Despite these hurdles, one can find reasons for hope. Policymakers are increasingly aware of the existential challenge and have started to propose serious reform. Notable analyses on European competitiveness and the single market highlight the need for sweeping changes.

With the right incentives and regulatory reforms, these assets could support far greater levels of business-led breakthroughs.

Europe retains considerable advantages: high-quality workforce, excellent education systems, and world-class research institutions. Coupled with a large internal market and high savings rates, these elements have the potential to trigger a surge of venture creation.

Crucially, even if Europe does not take the lead in developing cutting-edge tech, it can still dramatically boost economic output by implementing and tailoring innovations from other regions.

An Inflection Point

Europe now faces a critical moment. As the saying goes, economic erosion often happens "slowly, then all at once". So far, the continent's technological decline has been gradual. However, if it fails to take bold steps to address its structural weaknesses, today's gradual weakening could turn into a rapid and permanent decline in world influence.
