Congressional GOP Back Trump's Proposal to Overhaul Affordable Care Act

US senators are meeting during the weekend for the initial time since the government shutdown began over a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to recede as Republican senators proposed a proposal unacceptable to Democrats: scrapping the ACA, known as Obamacare.

Growing Consequences of Federal Closure

The impact on Americans from the longest closure of the federal government in history deepened on Saturday, as government employees went unpaid, airlines were compelled to cancel flights and SNAP benefits have been postponed for 42 million Americans.

Trump's Plan from Golf Course

As Saturday's meeting got started, GOP senators welcomed a suggestion made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by health savings accounts.

"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Several Republican senators praised the plan, which is similar to a alternative for Obamacare put forward in 2017.

"We're going to replace this broken system with something that is truly better for the patient," one senator said.

Another senator commended Trump's suggestion on social media, and displayed a large print of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator wrote in reply to Trump's suggestion. "We must stop taxpayer money from going to insurance companies and instead give it directly to Americans in health savings accounts and let them buy the health care they want."

Opposition Response

Opposition lawmakers expressed alarmed reactions to Trump's plan.

"Essentially, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to repeal Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been rejected by voters and Congress."

Another lawmaker responded to the criticism of insurance companies by writing: "Well, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Seriously? In that case I applaud your support for Medicare for All."

Continuing Talks

The Senate went into recess without reaching a solution, but Senate Republican leaders have indicated an willingness to an developing plan from a small group of moderate Democrats to terminate the closure in return for a later vote on the ACA payments.

One Democratic senator, who is leading the negotiations among moderates, said that Democrats "need another way ahead" after Republicans rejected an proposal to reopen the government and continue the payments for a year.

Another senior Democratic lawmaker continued in maintaining that Republicans should accept a one-year extension of the payments before discussing the future of the subsidies.

"Doing nothing is derelict because people will go bankrupt, people will become uninsured, people will get sicker," the senator said in a floor speech. "That's what will happen if this Congress fails to act."

Political Dynamics

None of the Republican senators seemed to address the fact that patients would still need to buy plans from the same carriers, or that Republican lawmakers need the support of several Democrats to restart the government, and the idea of repealing and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.

Several observers suggested that the essence of such a plan would remove the ACA's requirement that insurance companies cover individuals with pre-existing conditions.

After his golf outing, Trump returned to his private club and doubled down on his insistence that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a version of the proposal that was unsuccessful to garner enough support in 2017.
